2007 Summit Notes – Coahuila, Mexico

NAEC would like to extend its sincere appreciation to OCRA President, Mr. Mario Crosswell and the entire staff of OCRA who coordinated and orchestrated one our most meaningful and successful Summits in our history.

We would also like to extend our thanks to the Governor of Coahuila, Mexico for hosting the Meeting in his great state. The NAEC 2007 Auto Theft Export Summit, hosted by OCRA in Saltillo, Mexico will be the platform from which we hope Mexico will join us in our efforts to tie together North America vehicle information to prevent and investigate the exportation of stolen vehicles and it’s related crimes.

Even with the success of the 2007 Summit we have a long way to go. It is important for us to continue to pursue legislation, programs and technology that will help address the problem. Organized criminal groups and terrorist organizations are directly and indirectly involved in the exportation of stolen vehicles, not only in North America, but internationally. In recent years we have discovered a strong link between vehicle crimes and Organized Criminal Group activities; specifically, stolen vehicles.

As a result, in 2005 in Mexico City we took on our biggest challenge, the North American Vehicle Document Security Program (NAVDSP). This exchange of vehicle related registration and title information between the U.S., Mexico and Canada is clearly needed by law enforcement to conduct investigations and by consumers to protect them- selves when purchasing vehicles. Progress is being made, but we need full implementation of the National Motor Vehicle Title Information System (NMVITS), the core of NAVDSP.

We are continuing to meet with government and elected leaders from the U.S., Canada and Mexico. This year’s 2007 Auto Theft Export Summit held in Saltillo, Mexico with our theme “Pursuing an Integrated North American Solution” yielded a major step forward to bringing NAVDSP to reality. The Director of Public Safety for Mexico who is responsible for REPUVE, Mexico’s future National Vehicle System, agreed with the development of NAVDSP and Mexico’s participate in NAVDSP.

Please join us in our efforts by attending our 2008 Summit to be held in California a key state for the NMVTIS project. Please reach out to any of our Executive Board members if you are interested in Membership or have ideas on how we can work together for mutual benefit.
